    Maiden Calabar To Uyo Water Transportation Service Launched

    In a grand ceremony held in Calabar at weekend, a maiden Calabar To Uyo water transportation service courtesy, Abitto Ferry Service has been launched.

    This launch, marks a historic milestone in the advancement of water transportation between Cross River and Akwa Ibom states.

    With the launch of the ferry service, passengers or commuters from Calabar to Uyo and back will for the first time have a comfortable choice with a quick or fast travel time by water instead of the stress of spending hours passing through the deplorable Calabar-Itu highway currently under construction.

    The Abitto Ferry Service is expected to load passengers at its Marina Resort jetty in Calabar and terminate at the Nwanagaiba beach jetty in Uyo within 30 minutes or less daily at an affordable price.

    While inaugurating the Abitto Ferry Jetty Service of the luxurious and maritime safety boats, Chairman of the occasion, Senator Asuquo Ekpenyong Jnr, emphasized the pivotal role of waterways infrastructure in driving economic growth.

    Ekpenyong who represents Cross River Southern Senatorial district in the senate, highlighted the cost-effectiveness of water transportation for heavy cargo and called for the expansion of the project across the Niger Delta region for enhanced connectivity.

    He said, “this is the beginning of further development of our waterways infrastructure, it is very important that our waterways are developed, the most cost effective means of transporting goods and services especially, heavy cargo, we expect an expansion across other states of our region”.

    On his part, the Managing Director of the Cross River State Tourism Bureau, Mr. Ojoi Ekpenyong, commended the Chairman of Abitto Global Service, Chief Akinaka Richard, the driving force behind the initiative for his visionary leadership.

    He said, “today, we witness the realization of a standard waterways transportation system that will connect Calabar and Uyo, thanks to Chief Akinaka Richard’s capacity and business acumen.”

    Equally speaking, Managing Director of the Nigeria Delta Development Commission (NDDC) Dr. Samuel Ogbuku, emphasized the significance of expanding the project to accentuate riverine transportation systems across the region.

    Ogbuku who was the Special Guest of Honour at the ceremony stated, “our waterways transportation infrastructure requires technological improvements to foster economic growth and connectivity throughout the Niger Delta.”

    Akinaka on his part, stressed the essence of the initiative in strengthening the cultural and ancestral ties between Cross River and Akwa Ibom.

    He remarked, “Water transportation serves as a safe and vital driver of economic development, reflecting God’s original mode of travel predating land and air transport.”

    Akinaka underscored the commitment to fostering collaboration with non-state actors to advance the water transportation sector and promote regional integration.

    He affirmed that, “the launch of Abitto Ferry Service signifies a new era of partnership and progress, connecting the inseparable sister states of Cross River and Akwa Ibom.”

    Guest of Honour and the Pioneer Special Adviser to the President on the Amnesty Programme for the Niger Delta ex-Militants, Mr. Timi Alaibe, commended Chief Akinaka Richard for his dedication to service and enterprise, lauding the initiative as a testament to innovation and commitment to the community.

    He expressed his excitement stating, “I am delighted to witness the birth of a transformative idea that will enrich the lives of the people in this region.”

    The launch of the Abitto Ferry Service heralds a new chapter in the development of water transportation, offering improved access between Cross River and Akwa Ibom states.

  • Why We Should Protect The Independence Of The Central Bank

    The Senate is currently undertaking a comprehensive amendment of the Central Bank Act of 2007, but the exercise is generating mixed reactions in the banking industry. Operators are worried that some of the new clauses being proposed by the lawmakers are capable of eroding the autonomy and independence of the apex bank and therefore weakening its capacity to perform. The amendment bill is being sponsored by Senator Mukhail Adetokunbo Abiru (Lagos East) and is co-sponsored by 32 others.

    Wednesday, May 29 was slated for a public hearing for this amendment. Senator Abiru was once the chief executive of Polaris Bank, a fellow of Institute of Chartered Accountants of Nigeria (ICAN) and a member of Chartered Institute of Bankers (CIBN). He holds a first degree in Economics from Lagos State University. In August 2020, Abiru resigned from the position of CEO of Polaris Bank to run for the senatorial seat. Many in the financial services sector are worried that a man with such credentials is leading the charge to weaken our central bank, and this is the context of my intervention today.

    The proposed amendments include setting the tenure of the Governor and Deputy Governors at a single, non-renewal term of six years; appointment of a minimum of one career staff of the Bank in the Committee of Governors; appointment of at least one woman among the external directors and the establishment of the position of Chief Compliance Officer in the rank of a Deputy Governor. It is also proposed that the five external directors should hold office for a non-renewal single five years. In addition, the amendment intends to increase the Ways and Means to government to 10% of the total of total revenues of the previous three years. These are quite commendable innovations. I am particularly pleased with the single tenures for the Governor and the Deputy Governor and the creation of the Chief Compliance Officer. I am surprised that the CBN had not established the Chief Compliance Office all this while, yet the apex bank had since mandated the commercial banks to create the position in the last 15 years or so. I remember that Access Bank has a Chief Compliance Officer as far back as when I joined in 2008. How could the CBN not have had one? There is also a provision in the proposed review of the law that states that changing legal tender should be done in phases and in a manner that does no cause any distortion to the economy. Nobody would disagree with this given our recent experience. I also support the proposed increase in the CBN’s paid up capital from One billion Naira to one trillion Naira, and the provision that such reviews should be done as regularly as is necessary.

    But there are a few provisions in the proposed amendment bill that have jolted stakeholders, the banking industry and even international partners like the IMF. The bill seeks to establish a seven-member Coordinating Committee for Monetary and Fiscal Policies to be chaired by the finance minister. The Coordinating Committee will set ‘’internally consistent targets of monetary and fiscal policies that are conducive to controlling inflation and promoting financial conditions for sustainable growth’’. In other words, the bill, if passed and signed into law, will give the finance minister powers to fix interest rate – a traditional duty of any central bank the world over. In addition, the CBN’s budget would be approved by the National Assembly while the Governor will have to appear before the lawmakers twice in a year to give accounts of his stewardship, in addition to answering to their routine summons as often as they deem fit. With these amendments, the CBN will essentially revert to its former status as an appendage of the Finance Ministry, about 20 years after it secured an autonomy.

    A central bank independence matters for price stability which in turn conduces for a consistent long-term growth. During the COVID-19 pandemic central banks responded swiftly to steer the global economy out of meltdown due to their independence. Now, facing rising inflation, central bankers are responding to the challenges – although at different speed and timelines. In many countries, their responses helped to tame inflation. Compare this to the 1970s when most central banks were still subjugated under bureaucratic and political influences and how sluggishly the central banks responded to the high inflation then. This is why the IMF was among the first to kick against the proposed amendment of the CBN law, stating that the proposed amendments ‘’could undermine the authority of the CBN and weaken its capacity to respond to emerging challenges appropriately’’. Indeed, Turkey and Venezuela are good examples of this.

    Eminent economist and former director of the CBN and former member of its Monetary Policy Committee (MPC), Prof Akpan Ekpo, is un-sparing in his assessment of the proposal. Speaking to this writer, he said: ‘’The Coordinating Committee is unnecessary. The Finance Ministry may have its own committee to determine crucial fiscal variables, while accommodating monetary policy. That is, the CBN will be represented in that committee as is the case in the MPC where the Finance Ministry is also represented. The seven-member Coordinating Committee will undermine the independence of the CBN and place it under the control of the Finance Minister. The CBN (Monetary policy) and the Ministry of Finance (Fiscal Policy) must coordinate and collaborate. Its global best practice that doesn’t require any legal backing. The misnomer of the Coordinating Committee will create further distortions resulting in the mismanagement of the economy. I am particularly worried that the Senate is increasingly becoming an institution of revisionism. Just this week, it reverted to the old National Anthem without as much as a debate or convincing reason; and now the senate is taking the CBN back to the apron string of the Ministry of Finance. What else should we expect from this senate?

    Cross River state government has commenced the process of rescuing and protecting her pristine vast rain forest to end the nefarious activities of illegal loggers in the state.

    Accordingly, bills on climate change action that may become laws if passed, are before the State House of Assembly.

    Findings by Pillar Today showed that large chunk of the virgin 33,600-hectare community tropical rainforest in old and New Ekuri of Akamkpa Local Government Area (LGA) of the state that hitherto served as the flagship of conservation in the state is on daily basis being depleted by illegal loggers as Environmentalists have said for now  only 40 percent of Ekuri Community forest is remaining.

    In Okuni, another Cross River Forest community in Ikom LGA, is ravaged by ecological crisis following the activities of some unknown Chinese firm and some locals. The forest in Etung and Boki LGAs are not spared.

    The Cross River Okpon  Forest Reserve is gone while the Cross River National Park is seriously threatened.

    All these illegal leggings by some national and international companies (especially from China) have thrived unabated with the connivance of some locals despite the fight or efforts of some non governmental organizations like Worthy Association for Tackling Environmental Ruins (WATER), led by Chief Edwin Ogar; Panacea for Developmental and Infrastructural Challenges for Africa Initiative (PADIC-AFRICA), with Dr. Martins Egot as its  Executive Director; the Rainforest Resource and Development Centre (RRDC), headed by Prince Odey Oyama as the Executive Director and others.

    Poised to reverse this embarrassing trend, ensure sustainability, and draw some financial benefits, the State Governor, Senator Bassey Otu in a media Parley\dinner with journalists in the state on Thursday to commemorate his one year In office, announced that some forest management strategies and measures are being put in place.

    To this end, Otu said, “Executive Bills for the mainstreaming of Climate Change Action and the establishment of Cross River State Council on Climate Change are before the State House of Assembly for consolidation.

    “Besides, another bill that seeks to ensure that the state draws some financial benefits among other incentives, from its greenery through the establishment of the Cross River State Green Economy Commission is also receiving due attention on the floor of the State Assembly”.

    He warned that, “the lifting of the ban on wood logging is never a license for unsustainable exploitation of our forest. The State Forestry Commission is therefore mandated to go after the so called “Green Millionaires” in their self-referencing method of illegal exploitation of the State forest resources for their selfish enrichment. This un-wholesome practice must stop including other avenues of revenue leakages in our green economy”.

    As part of efforts to protect the forest, the governor on Thursday flagged off the UNESCO OBAN BIOSPHERE RESERVE Project at the Cross River State National Park office, Akamkpa and “this is a global recognition of our State’s environment consciousness posture”, he said.

    On the State ecotourism flagship the Obudu Ranch Resort, Governor Otu stated that an “approval has been given to relevant investors to revamp the Dairy Farm, while 3D Digital Survey of the Ranch Resort has been completed. The near-moribund Marina Resort has also been resuscitated and the burnt section of KADA Cinema restored. The ongoing urban renewal and beautification will be sustained”

    Akwa Ibom State Governor, Pastor Umo Eno, has attributed the successes recorded in his first year in office to God’s grace and the massive support of Akwa Ibom people.

     

    He outlined plans to increase the tempo of governance in the following years of his administration.

     

    Governor Eno made this known on Wednesday in his address at the event of his administration’s first year anniversary celebration  at the Uyo Township Stadium where he expressed gratitude to God and Akwa Ibom people across ethnic and socio-political divides.

     

    He paid glowing tribute to his predecessor, Mr Udom Emmanuel, members of his campaign team and those who voted him into office.

     

    Governor Eno also congratulated President Bola Ahmed Tinubu and commended him for signing the old national anthem bill into law, which he said, reflects the nation’s aspiration and gives credence to the Akwa Ibom State anthem.

     

    The Governor equally congratulated  the President of the 10th Senate, Senator Godswill Akpabio, whose collaboration, according to him, has helped him reduce the political temperature in the state.

     

    Attempting a review of development in the past one year, the governor said his government has kept faith with its aspirations in rural development, education, housing, job creation , agriculture, human capacity development and several infrastructural development.

     

    Making projections into the coming years, he said his administration will step up the tempo in rural development, food security, housing, market development, infrastructure upgrade, real estate development in Lagos and Abuja, just as he announced approval for a second round of one project per LGA and construction of more strategic rural roads.

    “In our second year in office, we plan by the Grace of the Almighty God and the support of all people both at home and the diaspora to increase the tempo of governance in the coming years, we will be focusing on implementing projects in line with the five pillars of the ARISE agenda.

     

    “In Agriculture, we will complete the Ibom Model Farm and Resort, in partnership with the Songhai Farms of Porto Novo, we will significantly increase food production and price stability of our staple foods among others. We plan to link up existing infrastructure to a full value chain and consolidate on existing policies and programmes,” he stated.

     

    Other things in the subsequent years forecast, according to the Governor, include: the ARISE Shopping City in Uyo,  a mall that will attract certified global brands, commercialisation of the State’s existing facilities in Lagos and Abuja,  medium density housing estate in Ewet Housing for upwardly mobile professionals, and activation of the industrial park with several industries coming alive, as well as upgrading the Ibom Specialist Hospital by adding a renal centre in the corridor, among many other things.

     

    Also in the pipe line are: building of elderly peoples recreational centre, International Market in Ikot Ekpene, construction of the Oron Beach, construction of more model schools provision of ICT centre in Ibom-LED to be used for all exams including recruitment test into the State Civil Service, construction of more model schools, implementation of students exchange programme to London, consolidation of the Dakkada Skills Acquisition Centre among others.

     

    “We remain committed to our obligation with our flagship Airline Ibom Air. In July, we will receive the second A220-300 brand new Airbus to Ibom Air fleet. We will complete and put to use the Smart International Terminal Building Maintenance Repair and Overhaul (MRO) building and the Taxiway and we will build a complete Aviation ecosystem in Akwa Ibom State,” Umo Eno added.

     

    Stakeholders from the various strands of the State presented goodwill messages to express satisfaction with  Umo Eno’s governance disposition and achievements recorded within one year, therefore expressing optimism that the State and the people will be the better in the coming years.

     

    In their separate remarks, former Military Administrator Yakubu Bako, Senators Ekong Sampson, Effiong Bob and Emmanuel Ibok Essien for their respective senatorial districts, the Oku Ibom Ibibio for the traditional institutions, Chairman of Association of Local Governments of Nigeria for the third tier of government, the Speaker, Rt Hon. Udeme Otong for the Legislative arm, the Chief Judge of the State on behalf of the Judiciary, and Elder Aniekan Akpan for the PDP congratulated the Governor stressing, “we are proud of you achievements within one year in office.”

     

    High points of the event featured cultural displays and special musical presentations  celebrate Governor Eno’s one year of remarkable development, while some ordinary people and supporters of the ARISE Agenda were identified and honoured as ARISE Ambassadors by the Governor for making significant and outstanding contributions to the State.

  • Umo Eno’s First Anniversary And Matters Arising

    Congratulations to Gov. Umo Eno on the occasion of his first anniversary in office. I have just read the speech the governor gave this afternoon at the anniversary celebrations at Uyo township stadium. It contains a long list of things he has done and those he plans to do in the next one year. I commend him for being focused and clear-headed in articulating his future agenda. However, I wish to make a few comments:

    1. Tropicana Hotel: I thank the governor for planning to sort out the knotty issues bedeviling the commencement of operations at the hotel located at the Tropicana Complex. That hotel was built, completed and furnished by the Akpabio administration over nine years ago. It has not been open for business for one day. The economic loss is colossal. Putting the hotel to use will create economic multipliers and save the state the loss. I commend the governor for this. I should note that I was equally vocal is urging the previous administration to open the Sheraton Hotel in Ikot Ekpene.

    2. The Songhai Farm: On my way to Ibeno yesterday, I drove past the site for the Ibom Farm & Resort in Nsit Ubium, which is being built in partnership with the Songhai Farm of Benin Republic. It’s quite massive. I am equally pleased that the governor is planning to complete this in the next one year. But what of the other LGAs, or is the one in Nsit Ubium the only one the government is working on?

    3. Arise Shopping City, Uyo: The government hopes to build ‘’an outlet mall where certified licensees of global brands will be attracted to operate’’. I guess the success of Ibom Tropicana Complex is the motivation for this. When Gov. Akpabio conceived the idea of the Tropicana, it met with trenchant criticisms from many, including former governor Attah. I supported it. Today, the Tropicana is a major tourist attraction and a remarkable shopping center in the city, thanks also to Gov. Udom Emmanuel’s value-added modifications and modernizations of the place. The Arise Shopping City should therefore be designed to be an improvement to the Tropicana.

    4. Commercializing Akwa Ibom properties in Abuja and Lagos: The governor plans to convert ‘’our existing strategic facilities in those cities into commercial use for the benefit of our people’’. Our state has a lot of property in Abuja and Lagos, and most of them are either in disuse or redundant. They should be given out to reputable estate firms for rent. I ask the government to be open, transparent and honest in these transactions. To start with, we need a comprehensive list and descriptions of these assets for the purpose of accountability and openess. Early this year, I stayed in a hotel on Femi Okunnu Road, Ikoyi, Lagos (formerly Coopers Road), and down the road is the Akwa Ibom Governor’s Lodge. Udom Emmanuel built this lodge at a very exorbitant cost, but of what value is it to our people? The former governor told us that he needed it as a sanctuary to receive foreign dignitaries and ambassadors. That was as specious as claiming that the 21-storey building in Uyo was built for ExxonMobil as the sole off taker! For the two weeks I stayed in the hotel around the lodge, the lodge was under lock and key. It is a non-earning asset and should be commercialized immediately.

    5. Security: The security situation in the state should be improved upon. High-profile kidnappings, especially in Oron axis, should be stopped completely. Whatever happened to the tracking devices the Akpabio administration acquired?

    6. Urban Renewal: I was surprised that the governor did not include urban renewal in his to-do list. Obong Attah remodeled Uyo; Akpabio took it a notch higher and went on to remodel Ikot Ekpene. Udom Emmanuel did a marvelous job in Eket. I was in Eket yesterday for the first time since July 2017. The city is unrecognizably beautiful, thanks to Udom Emmanuel. Umo Eno should go to Oron and overhaul, remodel and modernize the place and turn it into a new city also. Just to be clear, I am not from Oron as many people think, perhaps because of my name. I am from Nung Udoe, the headquarters of Ibesikpo-Asutan LGA. But the whole of Akwa Ibom State is my constituency. I have friends from all over the state and I love to see the whole state evenly developed. This is the time for Pastor Umo Eno to remodel Oron town just like Eket, Ikot Ekpene and Uyo.

    Overall, I thank God for our former governors. They’ve done far better than what I see in other states. I congratulate Mr. Umo Eno and I wish him the very best in the next year.

    Cross River state government has struck oil, launching herself back to the league of oil producing states in Nigeria.

    Thus to fully regain her membership in the exclusive club of oil producing States within the first term of his administration, the Governor Bassey Otu in his “State of the State Address to mark the first Year Anniversary” in office on Wednesday, declared:

    “It is therefore with pride and excitement that I announce to Cross Riverians that the State is a reservoir of vast oil and gas resources with the commencement of drilling in two oil blocs, as well as ongoing re-entry of abandoned cat-wells. This has prompted meetings/discussions with the Nigerian National Petroleum Company (NNPC), the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), and other stakeholders towards full exploration and production which will lead to the attainment of an oil producing status with its attendant benefits.

    “In addition to this realisation, the recent visit by the National Boundary Commission on the request by the Cross River State Government, for a revisit of the precise location of oil wells along our boundaries with neighbouring States has sufficient promise that past decisions against the iState were incorrect. Cross River State is surely on the road of recovering some of its oil wells”.

    Since the loss of 76 oil wells, following the unfortunate ceding of the Bakassi Peninsula, the economic fortunes of the State have drastically dwindled and Otu said, “I was convinced from the very beginning that if my administration is to make a difference in the lives of the people by bringing into effect the Season of Sweetness, certain bold steps have to be taken”.

    In addition to oil and the challenge to boost the state’s economy and revenue growth, “We have also commenced the single largest agricultural productivity reform with the launch of the transparent and digitally managed N30 billion commercial agric development fund, called Project Grow. The project is a six-year private sector led Commercial Agriculture Credit guarantee scheme, which seeks to close the collateralization gap needed for agribusinesses to scale up their businesses. The project, which covers the five value chain of maize, rice, cassava, cattle fodder and fisheries, seeks to create 100,000 direct jobs with over N 50 billion in revenues”.

    He said that “agriculture is the mainstay of our economy, we have conducted a comprehensive soil fertility survey of Cross River State, leading to the establishment of reliable soil fertility/survey/mapping of the entire land. We have also distributed farm inputs to 1,080 beneficiaries, rehabilitated 17 farm access roads with 4,250 beneficiaries utilizing them, established 286 incomes earning Agric enterprises and seconded 2000 incubates to undergo membership. Similarly, work on the planting of 3.5 million oil palm seedlings have commenced, while other interventions in other cash crops are currently being tackled.

    “We have commenced this through an aggressive campaign to elevate our oil palm production status, by collaborating with the Nigerian Institute for Oil Palm Research (NIFOR) and the Oil Palm Growers Association of Nigeria, to help develop the sprouted nuts into oil palm seedlings, for onward distribution to our small holders’ farmers at subsidised rates. The development of the field nurseries is ongoing across the 13 designated locations in the State”.

    Currently, the governor said “organizations like Flour Mill Plc are in talks with the Project to off-take yellow maize which will be produced locally, with many value chain actors benefitting from the off-take. We have off-takers for cattle fodder and rice paddy from in-country and foreign interests.

    “In line with our own desire to run an all year round agricultural production, we have initiated the Cross River State-wide Irrigation Infrastructure Development Project (SWIID) to carry out the study and design for subsequent irrigation projects across the State, in collaboration with the Ministry of Environment, Office of the Surveyor General, Forestry Commission, Agricultural Development Project, as well as relevant development partners, so that we can take sustainable and long term holistic decisions in regards to irrigation.

    “We have also approved and commenced the extension of the current smallholder cocoa development scheme, to include the development of estates in Akamkpa,Akpabuyo, Odukpani, Ikom, Obubra and Bekwarra Local Government Areas in the first phase. And efforts are underway to regain moribund cocoa estates in lkom and Obubra so as to include them in the small holders’ scheme of the next allocation exercise”.

    According to him, full academic activities of the re-established Cross River State College of Agriculture and Forestry, Ovonum, Obubra Local Government Area, will commence in late 2024 to enable the State train sufficient middle level manpower in those areas of need and “through this College, an aggressive forestry programme with the development of a 3 million tree plant nursery wil be a priority to restore our lost forest”.

    Besides the aggressive efforts on roads, education, health and others, Otu stated that “in all, the State has made significant strides within the past one year in advancing its digital infrastructure and services and is implementing a Central Payment and Authentication System (CAS), to streamline financial transactions and enhance the visibility of tax-related activities.

    “The immediate impact of all these innovations is growth of Internally Generated Revenue (IGR) from N20.5 billion in 2022 to N30.8 billion in 2023, representing an increase of 50.24 percent. It also grew by 60.6 percent  or N22.6 billion from June 2023 to N36 billion in May 2024. N16.3 billion was recorded between January 2024 to May 2024 from the initial N10.5 billion during the same period in 2023, representing a 55 percent growth. During the same period, the State moved from its permanent 28th position to being among the first 10 States in accountability index, through its timely delivery of records to relevant authorities.

    “It also won a $4 million for the first time through its DLI achievements in SABER, and equally qualified for the 2nd year IVA screening, and is now rated 2nd best in the federation”.

    The governor emphasized that he spent his first one year in office as governor, “laying the foundation of a strong economy, through its diversification and introduction of policies which promote increased internal revenue generation, up scaling infrastructural deficits and ensuring continuity in the implementation of all previous government projects and programmes; I have improved the overall peace and security of the State in order to guarantee citizen’s well-being and protection in pursuant of their legitimate endeavours. Above all, I have renewed hope in our ability to achieve the greatness we so eagerly yearn”.

    A citadel of learning and a leading African financial institution rolled out the drums Saturday in separate celebrations to mark this year’s International Africa Day. At the University of Uyo, the celebrations were full of pomp and pageantry. There were speeches, songs, dances and theatre. The colourful event was attended by scholars, professors and dignitaries from across the continent, including former Vice President of The Gambia, Mrs. Fatoumata Tambajang; Prof. Mutombo Nkulu-N’Sengha from the United States and a large delegation from several West African countries. In addition, former Nigerian President, Dr. Goodluck Jonathan; Prof. Wole Soyinka and Kenya’s Prof. P.L.O Lumimba sent in goodwill messages.

    The celebrations were part of a three-day international conference on Dialogue and Pan Africanism organised by The Pan African Dialogue Institute (TPADI). TPADI is a network of academics, professionals and civil society leaders in different fields of life, within Africa and the diaspora, who are motivated by the best spirit of Pan Africanism to serve the continent and its people worldwide. Led by Dr. Effiong Udo, the institute has a collaborative working relationship with the University of Uyo and is headquartered inside the expansive campus.

    Africa Day is celebrated every May 25; the birthday of the Organization of African Unity (OAU). It was on May 25, 1963, that the leaders of the then 32 independent African States signed a founding charter in Addis Ababa, Ethiopia, which brought the OAU into existence. In 2002, the OAU established its own successor, the African Union (AU), and adopted May 25 every year as a day to celebrate Africa and highlight the continent’s continued struggle against neo-colonialism, exploitation and adversity.

    Many Nigerians are not aware of Africa Day, just as a lot of Africans and African leaders, including Nigeria’s, do not even remember to mark International Africa Day. Surprisingly, ever since the day was declared, only nine African countries (The Gambia, Ghana, Guinea, Lesotho, Mali, Mauritania, Zambia and Zimbabwe) are known to observe May 25 as public holiday with celebrations. The other 46 countries, including Nigeria are less aware of this very important day. With the celebrations at UniUyo last Saturday, this year marks the first time that the day is celebrated with the right degree of pomp in Nigeria.

    The theme for the 2024 Africa Day is ‘’Educate an African Fit for the 21st Century: Building Resilient Education Systems for Increased Access to Inclusive, Lifelong, Quality and Relevant Learning in Africa’’ – a theme Access Holdings, one of the continent’s leading financial services groups, describes as “a poignant reminder of Africa’s diversity and the need to address the educational challenges faced across the continent”. The Access Group is the only financial institution in Nigeria that has celebrated the day.

    Africa is a vast and complex continent of over 1.2 billion people speaking more than 3,000 languages across 54 countries. Despite shared challenges, each nation contributes uniquely to the continent’s rich cultural and historical mosaic. Unfortunately, education remains a significant hurdle. According to UNESCO and the African Union, over a quarter of school-age children in Africa were out of school in 2023, and 90% of children were unable to read or write by age 10. This stark reality underscores the need for urgent educational reforms to equip future generations.

    Access Holdings is also celebrating the 2024 Africa Day in a big way. Aligning with this year’s theme, the leading African financial group will once again host the Access Bank/UNICEF Charity Shield Polo Tournament starting from the Children’s Day Anniversary on May 27, 2024, in Kaduna. This event, which will culminate at the Fifth Chukker Polo & Country Club on June 9, will bring together over 150 school pupils and their teachers for a day filled with sports, art activities, and messages promoting child welfare, such as “Stop Child Abuse” and “Childhood Isn’t Meant to Be a Nightmare.” As the largest charity polo tournament in Africa, this event highlights Access Bank’s commitment to supporting underprivileged children, having donated over N700 million towards building schools and providing social amenities for surrounding communities in the past seven years.

    Beyond education, there are numerous aspects of African heritage and achievements that deserve celebration. Each African nation offers its uniqueness to the richness of the African beauty and colour.

    Angola, for example, is Known for its vast oil reserves, Angola is also home to the ancient Tchitundo-Huluvilo Caves, a significant cultural landmark showcasing, prehistoric art. Botswana, celebrated for its stable democracy established by Sir Seretse Khama, is also renowned for producing world-class athletes like Amantle Montsho, a former world champion sprinter. Cameroon is home to the towering Mount Cameroon and the legendary musician Manu Dibango. Cameroon has made significant contributions to global music and boasts rich natural beauty.

    The Democratic Republic of Congo (DRC) is known for its rich copper reserves and the majestic Congo River. The DRC is also the birthplace of Patrice Lumumba, a pivotal figure in Africa’s fight for independence and pan Africanism. The Gambia, famous for its beautiful beaches and vibrant culture, is also making strides in education and tourism, becoming a notable destination in West Africa. A beacon of democracy and economic growth in West Africa, Ghana is widely celebrated for its rich history, including the Ashanti Kingdom and significant cultural festivals.

    While Guinea, with its rich mineral resources, particularly bauxite, is also known for its vibrant music and dance traditions that play a crucial role in cultural identity, Kenya is remarkable for its breath-taking landscapes and wildlife, and is a leader in environmental conservation and home to world-renowned long-distance runners.

    Mozambique is notable for its stunning coastline and rich cultural heritage, in addition to its vibrant arts scene, including music and dance.

    Nigeria, my country, my fatherland, my pride! Africa’s most populous nation, Nigeria is celebrated for its diverse cultures, Nollywood film industry and significant contributions to literature and music. Through luminaries like Wole Soyinka, Chinua Achebe, Ngozi Chimanda Adichie; Cyprian Ekwensi and Fela Anikulapo Kuti, the Nigerian story is now heard in far-flung shores. Nigeria is also home to Dangote Petrochemical & Refinery, the continent’s largest petroleum refinery.

    While Rwanda is a symbol of resilience and progress recognised for its remarkable strides in economic development and technological innovation, becoming a model for other African nations, Sierra Leone is easily known for its rich history and natural beauty. The country is also making progress in education and healthcare, contributing to a brighter future for its citizens, South Africa is famous for its stunning landscapes and diverse cultures and is a global leader in mining and a symbol of freedom and reconciliation, epitomised by Nelson Mandela. When you mention Zambia, its spectacular Victoria Falls comes to mind. Zambia is also making significant strides in economic development and conservation efforts.

    Cross River State Governor, Senator Bassey Edet Otu, has declared total priority on the welfare and development of children in the state as the world marks the international children’s day celebration.

    He assured children in the state of his administration’s commitment to develop and drive policies and programmes that will nurture and guide them.

    In a statement on Monday to mark the 2024 children’s day celebration made available to newsmen by the governor’s  Chief Press Secretary, Nsa Gill,  he quoted the Governor saying, “You are the future of our state and the pillars of our society. Your innocence, creativity, and boundless energy bring joy and hope to our lives. Our responsibility is to nurture and guide you so you can reach your full potential and contribute positively to our state’s growth and development.”

    Otu said, he wants the children to know that as the Governor, he is committed to creating a safe, inclusive, and supportive environment for all to thrive.

    “My administration’s  continuous investment in education, healthcare, and infrastructure is to ensure children can access the best opportunities and resources.

    “Our State is richly endowed in agriculture, and this administration has already taken steps to make agriculture the mainstay of our economy.”

    The Governor, in his statement, urged the Children to continue to dream big and work hard towards achieving their goals.

    In his words, “remember that there is no limit to what you can achieve with determination, resilience, and a positive attitude.

    “I also want to express my gratitude to all parents, teachers, and caregivers who play crucial roles in shaping the lives of our children. Your dedication and love are instrumental in their growth and success.

    “As we celebrate this year’s Children’s Day, I charge you to remember the less fortunate children in our society and strive to impact their lives positively.

    “Once again, I wish you all a happy Children’s Day. May you continue to be a source of joy and inspiration to us all. Keep shining bright and making us proud”.

    Highlight of the celebration was the usual match pass by the excited children drawn from various schools in Calabar.

    The just reinstated Speaker of the State House of Assembly, Hon Elvert Ayambem represented Governor Otu at the ceremony.

    One Year in Office: Why We’re Celebrating Governor Otu – Barr Ekpeyong Akiba

    With millions of Cross Riverians rolling out the drums to celebrate Governor Bassey Otu’s one year in office, in this interview, Barr. Ekpenyong Akiba, Special Adviser to the Governor on General Duties, throws light on why the day is memorable to Cross River state people. Excerpts:

    The Governor has been saddled with the responsibility of governing Cross River State for a period of one year now. What is your assessment of his performance so far?

    My assessment so far of one year of His Excellency, the ‘People First’ Governor, Most Distinguished Senator Prince Bassey Out, in one word, is satisfactory.

    And I wish to start by saying that Senator Bassey Otu is the master strategist. He is also a true definition of a purposeful leadership. He represents leaders that know the true meaning and the importance of leadership by distinction.

    He is a true representation of leadership with capacity, leadership with capabilities, leadership that has to do with the result. Leadership that rebuilds or rekindles hope, rebuild confidence, and he is the type of leadership that reawakens trust.

    Since our governor came on board, you will agree with me that all sectors of the economy have been tempered with. Many have seen him as a magician going by the fact that despite our low financial standing as a State, his strides are massive.

    If you want to count the number of achievements of this administration within one year comparatively nationwide, he stands above all others especially when you put them side by side our income.

    When he came on board and declared ‘operation no potholes in Cross River State capital to begin with, people thought he was joking, but we can all attest to the fact that there are no potholes in the State capital again.

    He also declared war on environmental degradation and dirt, today Calabar is not just clean and is also green. There are no more refuse staring at us. There has been a lot of commendation. One of us recently said that there is no more opposition in Cross River because of how hardworking our governor is.

    We now have traffic lights, something that was forgotten about; our street lights are on, and major dilapidated or abandoned structures have been brought to live, for instance, the cenotaph; when you walk into the millennium park, you could see the ambiance is different.

    The aesthetical look of the state is highly commendable. When you talk about tourism, there has been a lot of boost. The Marina Resort today houses cinema, we now also have the fun city. The governor has done relatively well. For me, he has performed beyond expectations.

    Yes, we had expected that the governor would deliver all his campaign promises, even though we know him to be man of his word, we never expected him to do all these in one year.

    I think he has lived beyond expectations. That is because, this is just one year and he has covered all the fields. By sincere assessment, with all amount of seriousness, Our governor has touched education, our children tuitions fees are paid by the government, WAEC fees has been taken over by this government.

    There are lots of financial grants to aid education, we had renovations ongoing in schools. Issue of water has been handled. Water that was difficult to flow in our taps is now flowing in Cross River, irrespective of a few challenges here and there occasioned by vandalization which we expected will happen occasioned by long, non-usage of those water pipelines.

    We have also witnessed a lot of impact in sports. Recently, we had a Sweet Prince Marathon. We have also seen our stadium given a face lift. Many people are coming to host competitions in. U. J. Esuene Stadium because of the standardization effort of the government.

    Due to this development, various sports and games are coming up. The Governor is also doing a lot in terms of our indigenous team, Rovers Football club.

    And there is also a lot of investors who are willing to invest in the State, including in the sports sector, and that is because the Governor has been able to reposition Cross River for partnership, for collaboration, for investment, and for commitment.

    There has been massive intervention in the health sector of the state. The aged are being attended to, the motherless homes are now constantly visited, even the prisoners are not forgotten, the street children are also having their own share of the cake. His Excellency is very passionate about those on the streets.

    Government is trying to locate and re-integrate them back with their families. Some of them would be given skills to help them earn a living while some of them would venture into sports, because different children in the streets would have different interest. The Governor has also been able to impact our people in terms of youth empowerment.

    Senator Prince Bassey Edet Otu is the only governor in Nigeria that has given young people opportunities to prove themselves through political appointment.

    Through the Ministry of Youth Development, his Excellency has introduced skills acquisition vision. We have partnership with the SKYRUN, a Chinese company, which is training the young people in various electrical skills. His Excellency has also done a lot on agriculture.

    So far, the Governor has been wonderful. If you talk about security, in Cross River there is calm. There’s has been a lot of intervention in the area of security. If you talk about partnership with the foreign bodies and countries for a better economy for the State.

    And you will also understand what the governor meant when he said he was coming to sustain the democratic gains right from the past regime. Today, the Obudu Ranch is being given special attention, the Calabar International Conference Center (CICC) can now hold conferences.

    Contract for the State Library has been awarded, work is ongoing. Today also our drainages are in order, our walkways in order. For me the governor has discharged himself in line with ‘People-First-Mantra’ We are very proud of the Governor.

    We are very happy that in one year, all sectors have been positively impacted. Our Carnival calendar has already been released as we speak. We are happy to be identified with His Excellency as his partners, as his aids even as he steers the ship of the leadership of Cross River.

    Our Judges today are smiling within the judiciary sector, because he came on board and said our Judges can’t be there without their official cars. And he has to issue them with their official cars.

    Recently, hoteliers were given well over N10 million to beef up their hotels. The Excellency has paid a lot of hospitals bills quietly, because he believes that the people have to remain alive to enjoy the season of sweetness. There is also a lot of intervention even in our civil service.

    If you could remember during the Labour Day, the NLC Chairman disclosed that for a very long time, Easter bonuses were not paid civil servants but the Governor came in and this year paid Easter bonuses.

    The Governor has also stated that senior citizens who have invested a lot in our state civil service cannot fail to be given their due. And that is why the governor is not leaving any stone unturned in that direction.

    For us, we are soliciting for continuous prayers and enough support for His Excellency, because it is clear that the Governor means well for Cross River and is poised to reposition the state.

    Under his watch, a more prosperous Cross River is guaranteed, and as citizens, we would continually be proud that we are in the Peoples Paradise.

    As I said earlier, no sector, I repeat no sector, has been neglected. Today we have bus stops. Commissioner for Transport recently came up with a new policy to ensure buses in the streets are branded.

    There is going to be more in terms of the new policy of government and plans. You could see the level of work done in our seat of power, the governor’s office. Everything is standardized in that office now, and the Governor is not limiting the work there to his office alone. The work is going across other offices and establishments.

    You just said something about governor declaring operation zero potholes on our roads but we were told paucity of funds was the culprits to why our roads were left unattended to. Where did your government have the funds to undertake the massive works that are ongoing?

    Well, I think it is about prioritizing our priorities and prudent management of our resources. The Governor decided to give to Crossriverians what rightly belongs to them. I want to believe that the available funds, the working funds is what the Governor is using to execute all that we are seeing.

    Even the investors are willing to invest in Cross River because governance is a continue process, and we inherited assets and liabilities from the past government. For me, the Governor is not working this hard because he is receiving more funds, he working this hard because he has the will-power to deliver on his campaign promises.

    What we are seeing is just a beginning of great things that will be happening in our ear State, and by the time we celebrate our second year in office, I want to say that there will be a lot of good news because one year is certainly not enough to define what he has in store for our people.

    We are also proud to be Crossriverians, because today the story of Cross River has change, today the face of Cross River are brighter, today the beauty of Cross River is back, today the cleanliness of the state is back. So is a thing of joy and pride..

    Q: There is this hue and cry from some quarters about the demolition of the monoliths in Zone 6 roundabouts. Sir, what would you tell Crossriverians as to the reason for their removal?

    Well, I want to say that we are witnessing massive rehabilitation, massive renovation, massive reconstruction, and reformation. When you go to that area, you’ll witness a new road being constructed by zone 6 to the tank farm where tankers lift fuel to other part of the country.

    It was as a result of professional/ experts’ advice. Relevant stakeholders were consulted included the Road Safety. If you remebr, there used to be many road mishaps along that axis because the Monoliths were obstructing motorists focus and view. Tanker drivers from the tank farms complained of obstruction and in order to eliminate and reduce road accident, they were reduced.

    We know that the Monoliths represent our history and our Identity. In terms of culture, in terms of art, in terms of even craft and creativity, which the governor and the government holds very dearly but the decision to remove them was for the good of Cross River State people.

    We are already in discussion with the MD Tourism Bureau, who has already identified two locations within the city where the monolith could be replicated. People should appreciate changes and new renovations. Most of what we have today in our capital city, for instance, were not there about 30-years ago. As the world develops, we also have to adapt to the present-day reality

    Gov Otu Working as if His Tenure is Ending Tomorrow – HRM Etinyin Edet

    HRM (Dr) Etim Okon Edet is the Chairman of the Cross River State Traditional Rulers Council and doubles as the Paramount Ruler of Bakassi local government area. In this interview, the Royal father poured encomium on Governor Bassey Otu for his stellar performance within one year but advised the Governor not to listen to gossips if he must sustain the tempo. Excerpts:

    Gov Bassey Otu is celebrating his one year in office on May 29, 2024. Do you think he has done well to warrant the celebration?

    As you know, Governor Otu, popularly known as ‘Sweet Prince’ has performed above expectation. I don’t know who gave him the ‘Peoples First’ mantra and I think he is trying to put the mantra into effective use. He is improving on and building on the foundation laid by former Governor Ben Ayade’s legacy. The steps he has taken so far about the deep seaport points to that fact he is cementing the foundation laid by Ayade.

    Gov Otu’s focus in one year is quite clear, and that is urban renewal. Look at our urban centres now wearing a new look. Work is going on everywhere as if somebody is going die or as if there will be no tomorrow. That is how a man of focus and integrity should work and that is what I like. He has done exceptionally well.

    On the 29th,  the Traditional Rulers Council will also mark his first year in office with special programme tagged ‘Thou Excelleth Them All.’ We shall talk to the press and do documentaries on the Governor. As we speak, our team are busy capturing the Governor’s strides across the State.

    The State Council of Chiefs will invite him to come and address us even if it is for fifteen minutes and we shall use the occasion to tell him a few things that we feel should be strengthened.

    It is good to do good. He was not up to twenty days in office when I approached him to appeal that the Council of Chiefs chambers be put in place, and he didn’t object. Today the State Executive Council is having its meetings there.

    if you go there today, you will see a sound proof 50kva generator, the air condition units are all working, the public address system is there, in fact, everything is there. With the renovation work that is going on in his office, he needed to use a place that would accommodate his officials and because Council of Chiefs office has been put in order, Sweet Prince is having his EXCO meeting there.

    The Governor is a visionary leader like myself. I make bold to say that I am a visionary leader. Some people want to be Chairman of State Traditional Council not knowing the position is beyond the boundaries of Cross River State.

    Just this morning, the Sultan of Sokoto called. He usually addresses me as ‘Bakassi,’ since I am the Paramount Ruler of Bakassi too. That seat does not need a local person. Our traditional rulers must not be stupid people who are illiterates. I will not support anybody that is illiterate to be a Paramount Ruler or Clan Head because the moment you become a Clan Head, there is a tendency for you to become a Paramount Ruler.

    People are just talking anyhow, and I’ve kept quiet. I don’t want to talk. I am the face of this state outside and as Paramount ruler of Bakassi, I keep the Bakassi question alive everywhere I travel to. The moment I am no more, Bakassi will not be remembered again so I am the face of Bakassi, face of Cross River, but people do not understand.

    Governor Otu has the capacity. Since the day he was elected, I knew he will perform considering his track record in the past. I know nobody is perfect but so far for this one year he is working as if everybody is going to die, as if his tenure is ending tomorrow.

    As you have rightly observed, nobody is perfect and so as a father what advice would you give to him to take his performance index higher?
    Otu should not listen to gossips. That’s what Ayade did not do. When you tell him something, he would analyze it, and he had to listen to his attorney general and those who are to advise him.

    There are greedy and very bad advisers around who are only looking for their pockets and so as a governor he should be able to detect. Some of these bad advisers do not want another person to come near the Governor

    He should not listen to gossips and should pray very hard to the God of his fathers to help him to go ahead with what he is doing without listening to gossips and he should seek to stand for the oath he took to defend the constitution and all other laws. He should obey court orders too and govern by the rule of law to make him a darling of the judiciary

    As he has started well, he should endeavour to run a government of the people for the people and not a necessarily, government of APC for the APC people. The Governor will succeed more if he considers himself Governor of all Cross River people and not of political party. There are many good people around in other political parties, he should use them just as President Bola Tinubu is trying to do at the centre for instance the appointment of Nyesom Wike As FCT Minister.

    You said you want Governor to strengthen some things when he visits your Chambers on May 29. What are those things you want to tell the Governor to strengthen?

    There are so many things that should be done in the traditional council and does not end with the renovation there are still quite a number of things for instance, he has to lift the traditional rulers of the State to be at par with their counterparts in other States. The difference between us and our counterparts is clear when you travel out for meetings.

    If you enter their palaces, you’ll begin to wonder whether the palace is a presidential villa. This is done by their state government. The truth is that there is no palace in the whole of Cross River State. It is always shameful for people to come to Cross River and all they see as palaces are our individual efforts. Those are part of the things we will talk to the Governor on.

    The traditional rulers are the owners of the state, any government that will raise the spirit of traditional rulers has raised the spirit of government. You may not understand but this is the truth. Let him raise our spirit and provide the physical support.

    Is the issue of Bakassi dead finally?
    The recovery of Bakassi into Nigeria is not possible again but the resettlement is that which has not been done and which Otu should pursue to a logical conclusion.
