    OPINION: Oron Local Government Comes to the HCD Party

    Watching the growth of the Human Capacity Building vision is now my adopted pet project.

    I’m thrilled to announce that Oron Local Government has come to the party.

    It was on April 14, 2025, that the ARISE Human Capital Development Strategy was launched by His Excellency, Pastor Umo Eno, PhD, in Akwa Ibom State.

    That milestone was considered significant enough to have Vice-President Kashim Shettima personally launch the plan.

    His words at the occasion were noteworthy.

    He acknowledged Akwa Ibom State as the first in the nation to localise the Human Capital Development vision in its truest form.

    He described it as a template for each State of the Federation to replicate.

    I distilled that to further suppose, it is a template every Local Government Council in Akwa Ibom should domesticate.

    Thankfully, Ibeno and Itu LGAS quickly hearkened to Governor Umo Eno’s plea that the Council Chairmen should invest in HCD for the good of their people.

    The Chairman of Oron Local Government Area, Hon. Chief Okon Asukwo Enweme, has made good on his promise.

    Prioritising the capacity-building initiatives his administration had since entrenched.

    Chief Enweme has enrolled 10 indigenes of Oron for the one-month intensive training course on product manufacturing at the Dakkada Skills Acquisition Centre, DASAC.

    Fully paid the 2.5 million Naira fees which cover feeding, accommodation, and training materials for the duration of the training. I’m not surprised Chief Enweme is thus proactive.

    It is on record that he appointed over 75 Aides from the five Local Government Areas of Oro nation.

    Arguing incontrovertibly, that Oron Local Government is the melting point of the Federal Constituency.

    The health and education of his people have been his strong point.

    Since assuming office, Chief Enweme sponsored a cervical cancer screening for over 1000 women from Oro nation.

    Another 850 people got free eye tests, treatment, and surgery by case merit.

    The Oron Council boss graciously bankrolled 200 Oron youths in ICT training in partnership with EDAF ICT hub.

    We can’t overstress how important ICT knowledge is in today’s labour market.

    He also procured 200 JAMB forms for prospective UTME candidates ensuring they had free preparatory tutorials for the examination.

    Chief Enweme has set his sights on the construction of an administrative block. A proposed storey building structure that will house the office of the Chairman, Vice Chairman, and the entire executive council.

    In the interim, the Council  Secretariat wears a new look of beautification. With 95 stands of solar street lights lighting up the Council Secretariat preventing recurrent theft and security breaches.

    It is now a given that Oron Local Government will have 10 persons who will become entrepreneurs.

    At the end of their internship and training. In areas vast, that include:

    Manufacturing of agro-allied products and herbicides.

    Beverages, confectioneries, and food products.

    Car-care products like engine oil, grease, clutch, and brake fluid.

    Cosmetics /body care products as well as cleaning products such as bleach, scouring powder, toilet cleaner, etc.

    Also, available in the course outline is the manufacturing of detergents – bars, liquid, and powder.

    The manufacturing of all kinds of drinks – soft drinks, juice, wines, energy drinks, etc;

    Production of fragrances like perfume, deodorants, and air fresheners.

    Healthcare products such as broad-spectrum disinfectants, Dettol-type disinfectants, and methylated spirits.

    Household products/textile and leather dye. Products in this category include cold water starch, foam/mattress, toothpaste, shoe polish, and candles, which are covered in the choice areas.

    Would-be trainees can select their area of interest from these.

    Imagine unleashing these 10 persons into the new Oron, given the development surge anticipated in the area courtesy of Governor Umo Eno.

    Or have you forgotten? Under Governor Umo Eno’s ARISE Agenda Oron is upswing.

    A modern terminal building is ongoing at the Oron Beach.

    Concurrent construction of storage facilities, including warehouses, dry storage, and solar-powered cold rooms, to support the fishing industry and ensure the preservation of perishable goods are inclusive.

    Governor Eno is building a new cargo jetty, ferry jetty, with marine security force in place.

    A modern motor park, shoreline embankment, a 12 lane superhighway in the offing, and the Ibom Deep Seaport promise.

    Oron must build human capacity to leverage on these developments snd prevent capital flight going forward.

    Beyond that, I can’t help but stretch my imagination to having 10 persons from the 31 Local Government Areas, emerge with expertise in any or all of these vocations.

    More of our young people are being taken off the dragnet of social vices and crimes.

    Corporate organisations and multinational companies can sponsor people for the training too.

    Our Lawmakers can sponsor some persons on this HCD plan as their Constituency project of course.

    Akwa Ibom has been set on the right track by Governor Umo Eno. Something great is about to happen.

    The Speaker of the Cross River State House of Assembly, Rt Hon Elvert Ayambem,  has charged Christians all over the world and in the state in particular to imbibe the virtue of Jesus Christ on the  celebration of Easter.

    Ayambem, who spoke through the Member representing Calabar Municipality, Hon Stanley Okon Nsemo, on Thursday in Calabar, noted that, Easter marks the end of the Lenten season which culminates in the celebration of the death and resurrection of Jesus Christ the Saviour of the world.

    He therefore called on all christians to reflect on the significance of Easter which is sacrifice, forgiveness, humility and love while emphasizing the need for all to practice the teachings of Jesus Christ.

    “As we celebrate Easter let us remember the supreme sacrifice of our saviour, Jesus Christ who died on the cross of Calvary for the remission of our sins.

    “Let us reflect on the lessons of Easter which are centered on love, humility, forgiveness and sacrifice. Let us strive to live in peace with one another as this will enhance the progress of our dear state”, he said.

    “From  the creeks of Bakassi to Hills of Obanlikwu”, Ayambem said adding, “we wish you a very happy and blessed Easter celebration.

    “We are here for you and we will continue to work in your interest”.

    While wishing all Christians a happy Easter celebration, the Speaker further called on Cross Riverians to remain law abiding as the present administration of Prince Bassey Edet Otu “is poised to massively improve all sectors of the State for the benefit of all citizens through his People First Mantra”.

    C’River Govt. Gives Firm One Month Ultimatum to Sit Up or Face Consequences

    Cross River state government has given Winsong M-House, a Nigerian oil palm firm, a one month matching order to implement the Share Sale and Purchase Agreement (SSPE) for Ayip Eku Oil Palm Estate.

    Failure to do this may attract dire consequences as the state government and host communities were not pleased with the outcome of activities at the palm estate.

    The Ayip Eku Oil Palm Estate was sold to Winsong M-House about 12 years ago but not much positive change could take place as the firm was embroiled in serious conflicts with different factions of the host communities that even claimed four lives.

    However, in a dialogue meeting held on Tuesday at the Dale Hall of the Metropolitan Hotel in Calabar, Cross River State stakeholders reaffirmed Winsong M-House Company Limited as the rightful titleholder of the Ayip Eku Oil Palm Estate.

    The meeting, presided over by the State’s Commissioner for Agriculture and Irrigation Development, Hon. Johnson Andiambey Ebokpo to address longstanding issues related to the estate, however raised concerns raised about the investor’s failure to fulfill its community social responsibility obligations under a specific clause in the Share Sale and Purchase Agreement (SSPE) involving the Bureau of Public Enterprises, Ayip Eku Oil Company, and Winsong M-House.

    Given these lapses,  Ebokpo announced that, “Winsong M-House has been given a one-month deadline to present a comprehensive action plan that aligns with the SSPE”.

    Accordingly, the meeting which witnessed the unanimous adoption of resolutions by all stakeholders present, mandated Winsong M-House to submit a letter of commitment referencing the outcomes of the meeting to Cross River State Governor Sen. Bassey Edet Otu.

    The Commissioner further stated that copies of this letter are to be shared with the Commissioner of Agriculture, the State House of Assembly, the State Security Adviser, and relevant security agencies, including the Nigeria Police and the Department of State Services.

    The gathering brought together essential representatives from government agencies, host communities, and the private sector to deliberate on matters concerning the 12,000 hectares of land designated for oil palm cultivation across five host communities in the Akamkpa Local Government Area—specifically Okarara, New Ndebiji, Akor, Iku, and Abung.

    Cross River State, Governor Bassey Otu has called for excellence as he inaugurated the newly constituted Governing Councils of the University of Cross River State (UNICROSS) and the University of Education and Entrepreneurship (UEE), Akamkpa.

    This is setting a new vision in a decisive move to reposition tertiary education in the state as the Governor who is the visitor of the universities, reaffirmed his administration’s dedication to revitalizing the higher education sector, strengthening institutional autonomy, and fostering an environment for innovation, scholarship, and sustainable development.

    Governor Otu in a press release by his Chief Press Secretary, Nsa Gill, urged members to drive institutional excellence, ensure accountability, and align with global best practices.

    Speaking during the inauguration ceremony in Calabar, Governor Otu acknowledged that UNICROSS had long suffered from what many perceived as gross neglect, particularly in terms of physical development.

    “After deep thought and consultation, and having considered all available facts and evidence”, he said “I am today opening a new chapter in the relationship between government and its institutions of higher education”.

    Governor Otu emphasized that while his administration is committed to a renewed focus on higher education, this attention must be matched with transparency and responsibility by the universities’ managements and the same expectation, he said, applies to the UEE, Akamkpa.

    The appointments into both councils and management according to him, were carefully considered and reflect the state’s finest minds and seasoned professionals as “I have taken pains in appointing some of the best that the state has in both the Governing Councils and Management of the institutions. I implore you to apply your wealth of experience in making the institutions world-class”.

    He also stressed the importance of respecting the distinct roles of Councils and Management, saying, “most university problems emanate from role conflict or interference. I trust that each of you will stick strictly to your clearly defined functions”.

    The Governor encouraged council members to leverage their networks to attract new sources of funding and value to their institutions. “Do not limit yourselves to already known threads of resource sources. How well you succeed in attracting alternative support will determine how much you reduce dependency on government,” he added.

    Members of the 6th Governing Council and Management of UNICROSS include Ntufam Dr. Fidelis Ugbo as Pro-Chancellor and Chairman of Council; Prof. Francisca Bassey as Acting Vice-Chancellor; Barr. Francis Oyije, Permanent Secretary in the Ministry of Education; Hon. Francis Ettah and Mrs. Catherine Aibike as Council Members. Also on the council are Prof. (Mrs.) Akon Joshua, Prof. Ekeng Ekefre, Prof. Thomas Ojikpong, and Dr. Fedinald Kamba representing the Senate; Dr. Victor Ndifon and Mr. Ukam Ilok representing the Congregation.

    Mr. Victor E. Ene serves as the Registrar and Secretary to Council, while Dr. Ekpe Ibom Ekpe is the University Bursar, and Dr. Veronica Iyishu, the University Librarian. Additional members include Dr. Anderson Etika and Dr. Inyali Peter, President of the UNICROSS Alumni Association.

    At the UEE, Akamkpa, members of the newly inaugurated Governing Council include Prof. Susan Eta Etim, who serves as Pro-Chancellor and Chairman of Council; Prof. Patrick N. Asuquo as Acting Vice-Chancellor; and Dr. Gabriel Ogar Egbe as Registrar. Mr. Francis Oyije, Permanent Secretary in the Ministry of Education, also serves on the council along with Bishop Christopher Obasse, Dr. Aya Offu Ebirigor, and Barr. Richard Ogar S. Ogbeche.

    Other members are Dr. Ekpe Eyo Bassey as Bursar and Mr. Offem Christopher Okoi as University Librarian. Senate representatives include Dr. Eunice Nsor, Dr. Marcelina Edu, Dr. Ugbe A. Ugbe, and Dr. Tandu Egbe Ojong. Mrs. Edom Itam Ekpenyong and Mr. Own Harold Joe Eban represent the Congregation.

    The Chairman of the Governing Council of UNICROSS, Dr. Ugbo, responded on behalf of other inuagurated council members and assured that they will not fail in the discharge of their duties and responsibilities.

    Cross River State Government is set to recover her defunct Rubber Estates after a protracted legal battle.

    Already the State Executive Council has approved the terms of an out-of-court settlement that will enable the government to re-acquire the defunct rubber estates formerly managed by Enghaut Industries Limited.

    A press release by the Chief Press Secretary to the Governor, Nsa Gill, said that the resolution was reached at the Exco meeting held on Thursday, April 17, during which the Council formally ratified the terms of settlement in Suit No. HC/162/2025—Enghaut Industries Limited vs. the Attorney General of Cross River State and another.

    The agreement paves the way for the state to regain ownership of rubber plantation assets previously belonging to the defunct Cross River Estates Limited (CREL), covering approximately 22,000 hectares across Akamkpa, Biase, and Yakurr Local Government Areas.

    This move aligns with Governor Bassey Otu’s commitment to reclaim and revitalize state-owned assets for the greater benefit of Cross Riverians.

    The state had revoked the Certificate of Occupancy granted to Enghaut Industries on June 14, 2024, citing the company’s failure to manage the estates effectively. The government argued that poor management had led to significant degradation and the loss of the estate’s status as a leading rubber production hub in Nigeria—prompting legal action from Enghaut.

    Speaking during the meeting, Governor Otu expressed satisfaction with the amicable resolution, noting that it opens the door for fresh investment and economic revitalization.

    “With this settlement, we can now explore partnerships with serious investors to unlock the full potential of the rubber estates, create jobs, and develop a thriving value chain that will benefit the people of Cross River State,” the governor stated.

    The meeting also marked Governor Otu’s first official Exco session after returning from a three-week vacation.

    He commended his deputy, Rt. Hon. Peter Odey, for ably steering the affairs of the state during his absence, and appreciated the Executive Council for their collective support and stability during the period.

    Governor Otu further announced that three key roads have been prioritized for immediate rehabilitation as part of the state’s infrastructure renewal programme. These include the Boki East-West Road, the Okpoma–Mfum Junction Road, and the John Okpa Road in Obubra.

    He described the late John Okpa, a7 former Deputy Governor, as a “pillar of democracy” whose legacy deserves continued recognition through tangible development efforts.

    Highlighting the economic importance of Ikom as a major border town, Governor Otu disclosed plans to expand the town’s infrastructure by establishing an international market and a modern motor park.

    “The cross-border trade between Nigeria and Cameroon, along with Ikom’s role as a hub for agricultural produce, auto parts, and residential growth, makes it a critical point of focus. We are determined to provide the necessary support to match its potential,” he said.

    The meeting was attended by the Deputy Governor; the Secretary to the State Government, Prof. Anthony Owan-Enoh; the Head of Service, Dr. Innocent Eteng; the Chief of Staff, Hon. Emmanuel Ironbar; and members of the State Executive Council.

    The Coordinator, Office of the First Lady, Akwa Ibom State, Lady Helen Eno Obareki, has decried the low rate of registration of new born babies in the state.

    Lady Obareki who was shocked with the low number of babies with birth certificates in the state, called for an urgent action by mothers and all stakeholders emphasising the significance of registering the birth of newborn babies.

    A press release from the Media Unit, Office of the First Lady, said the First Lady Designate was speaking on Thursday, April 17, during the Empowerment Programme For Multiple Birth Families, a programme under the Maternal and Child  Healthcare thematic area of the Golden Initiative For All (GIFA), held at Ibom Hall, Uyo.

    Lady Obareki urged workers at Primary Healthcare Centres, Traditional Birth Attendants (TBAs) and wives of Local Government Chairmen to sensitize mothers in their areas on the importance of registering their children’s births.

    “It is important that the birth of babies are documented. My staff gave me a list of 330 babies but when I insisted that all of the babies should have their birth certificates, that number reduced drastically.

    “Sensitise mothers on the need to register the birth of their children, irrespective of where the delivery takes place. Even when they give birth at home or at the Traditional Birth Attendant’s place, they should endeavour to get their children registered”, she said.

    While thanking Governor Umo Eno for his constant support for GIFA, Lady Obareki who is the Chairman of the GIFA Board of Trustees, congratulated the families on the safe delivery of their twins, triplets and quadruplets.

    Accompanied by female stakeholders in the state, Lady Obareki distributed care packages to families of multiple births children to help ameliorate the burden of raising the children.

    Setting the tone for the event, the Special Assistant to the Governor on General Duties, Mrs. Anne Abraham, highlighted the empowerment programme for multiple birth families as a vital extension of the Maternal and Child Healthcare component of GIFA.

    Abraham explained that the programme which specifically targets families with babies aged 0–3 months, was also designed to support fathers who lost their spouses during childbirth, commending stakeholders and Development partners for their commitment to the GIFA vision.

    On her part, the Akwa Ibom State Nutrition Officer, Dr. Idongesit Umoh delivered a health talk emphasising the importance of exclusive breastfeeding, describing breast milk as “the perfect first food for infants, vital for brain development and offering natural family planning benefits”.

    According to her, breast milk should be given exclusively for the first six months before introducing complementary foods while advocating for a six-month paid maternity leave policy to support nursing mothers.

    She urged mothers “to consume a balanced diet and breastfeed their babies a  minimum of eight times daily and on demand”.

    Goodwill messages were received from the Commissioner for Women Affairs and Social Welfare Mrs. Inibehe Silas, the Executive Secretary of the Akwa Ibom State Primary Healthcare Agency, Dr Eno Attah and the Chairman House Committee on Women Affairs/ Member representing Ikot Abasi/Eastern Obolo State Constituency in the State Assembly, Hon. Selina Ukpato, paying glowing tributes to the memory of Pastor Patience Umo Eno who laid the foundation for the GIFA multiple birth programme and Lady Obareki for sustaining the legacy of impact.

    Highlight of the event was the presentation of packages for the care of multiple birth children by the Coordinator of the Office of the First Lady, at the ceremony.

    Responding, a mother of Quadruplets, Mrs Nseobobong Uloh, thanked Lady Obareki for the love and support extended to multiple birth families, which will significantly ease the challenges they face.

    OPINION: The Vice President’s Visit to Uyo

    Vice President Kashim Shettima visited Akwa Ibom on Monday to launch the second phase of the federal government’s National Human Capital Development programme (HCD); but the visit underscored a few subtexts that require further examination. In the first place, many people, including President Tinubu’s ardent supporters, do not know that the federal government has such a programme, and a lot more would not imagine why Akwa Ibom was chosen for its launch. The expression ‘Human Capital Development’ has been loosely used by many politicians during campaigns, but I’m not quite sure if its significance is well understood.

    In the private sector, HCD refers simply to a range of functions that pertain to staff recruitment, training, promotion and career planning and development; but as a government programme, it has far broader scope and connotation, indicating the process of developing skills, knowledge and competencies that enhance an individual’s productivity and earning potential. It therefore involves investments in education; training and health that improve a person’s ability to contribute to economy and society.

    The National HCD programme which Shettima unveiled in Uyo is a federal government programme domiciled in the office of the Vice President to promote education, health, nutrition, labour, climate change adaption, clean energy and gender inclusivity.  Over the years, Akwa Ibom State has made significant strides in these areas – Gov. Eno has even incorporated them into his ARISE Agenda – to warrant the VP’s public acknowledgement and endorsement.

    The government has been implementing free and compulsory primary and secondary education for over 20 years now. The programme was later expanded to include payment of WAEC and NECO fees for all students registered in its public schools. Every year, the government spends between N600 million and N800 million every year to pay for these exam fees for graduating secondary students. Very few states in the federation have sustained such a policy in the last 26 years. The Eno administration has gone further by remodeling some of the 1,110 primary schools in the state into well-equipped world-class leaning centres. I hope that very soon all primary schools in the state would be of this standard.

    How about health? The state has some of the best health facilities in the country. Primary health centres in every LGA are being overhauled and reequipped by the current administration, coming in the footsteps of the last administration which invested heavily in upgrading general hospitals across the state. The outcome of these investments in primary and secondary healthcare was announced by the VP himself.

    ‘’With an under-five mortality rate of 80, compared to the national average of 110, and with only 3.5% of primary school-age children out of school – far below the national average of 25.6% – your state is not merely compliant with our national vision. You are ahead of the national curve. And I assure you the federal government stands ready to partner hand-in-hand with you’’, the VP said at the launch of the HCD in Uyo.

    What this means is that out of every 1,000 under-five children in Akwa Ibom State, 80 die before they reach five years of age. This is a far better performance than the national average of 110. But we should do better. No child in Akwa Ibom should die.  When Obong Victor Attah was governor, his wife Mrs Allisson Attah recognized childhood malnutrition as a big problem in the state. To address this, she implemented a scheme that taught our rural women how to augment infant feeding with protein. In charge of that programme was the late Prof (Mrs) Etuk, a biochemist and daughter of late Dr. Clement Isong.

    I interviewed the late Prof (Mrs) Etuk several years ago, and was moved by the ingenuity of Allison Attah in eradicating incidents of childhood malnutrition in the state. Another First Lady later came up with another brilliant idea that further enhanced HCD in the state. Mrs Unoma Ekaette Akpabio introduced a programme that supports women with multiple-births. Any Akwa Ibom woman who gave birth to twins; triplets or more received visits and financial support from the government. I hope this programme is still alive in the Ministry of Women Affairs. My wife was so impressed by this programme that she thought all the other states should emulate Akwa Ibom.

    Enter Gov. Umo Eno. Right from inception, this ordained pastor has made it clear that his administration would be heavily tilted towards human capital development and at the core is uplifting the less privileged and the poor. He has established Ibom Leadership and Entrepreneurship Development Centre (Ibom-LED) to train and offer financial support to young businessmen and women in different fields. He’s also supporting thousands of artisans and farmers across the state with cash and equipment worth about N5 billion in a massive empowerment programme. This is meant to stimulate rural economy; create jobs and augment standards of living.

    But unfortunately, some elite members of the society are displeased with this because they think that it’s a waste of resources. What’s wrong with the government providing assistance to farmers; micro and small businesses operating at the LGAs?   These are the people who produce the food we eat and create jobs for themselves and others, yet, the government is only spending N5 billion of the N950 billion budgeted for the state this year – that’s just 0.5% of the total budget. As I said to some friends, it is better for the government to invest N5 billion on farmers and small businesses across the state than spend that much to purchase high-end SUVs and houses as gifts to some ‘’political stakeholders’’ in Abuja.

    Vice President Shettima has commended the governor ‘’for not only adopting the HCD framework but also localizing its operation and placing people in the centre of public policies’’. The VP said Akwa Ibom is the first state ‘’in the nation to localize the HCD vision in its truest form…by adopting the strategies in local government areas’’. I congratulate the state for this achievement.

    The Sole Administrator of Rivers State, Vice Adm. Ibok-Ete Ibas (Rtd), has stressed the need for a strict implementation of existing Public Private Partnership (PPP) agreements at the various sea ports in the State to properly harness derivable benefits.
    The Administrator said this when he received on a courtesy visit, members of the House of Representatives Committee on Public Assets, led by its Chairman, Rep. Ademorin Kuye in Port Harcourt on Wednesday.
    He said the State has been a critical hub for maritime, Oil and Gas operations, including other industrial activities.
    According to him, weak regulatory framework, a lack of accountability and conflicting interest between stakeholders, have hampered business growth.
    The Sole Administrator, urged the Committee to fine-tune such PPP agreements to ensure transparency and strict adherence to contractual obligations.
    Ibas also said that in spite of the volume of such maritime activities going on, Rivers State had continued to grapple with numerous challenges in the infrastructure landscape due to years of neglect, vandalism and under-utilisation.
    He said that such public assets in dire need of rehabilitation and strategic realignment, should be given the desired attention.
    Ibas said: “Among the assets currently operating under Public, Private Partnership framework in the state are the Onne Port Complex, various oil and gas service zones and certain segments of the Nigerian Ports Authority facilities.
    “While some of these partnerships have yielded appreciable results in enhancing operational capacities and boosting revenue, others remain underperforming due to weak regulatory frameworks, lack of accountability, and conflicting interest between stakeholders
    “A comprehensive assessment of these assets is therefore essential to determine their current state and chart a clear path forward. I believe that the National Assembly, through this committee, is well positioned to help fine-tune existing Public, Private Partnership arrangements by ensuring greater transparency, adherence to contractual obligations, and improved monitoring mechanisms.”
    He said that the committee’s visit provided an opportunity for them to carry out on-the- spot assessments of key federal assets, particularly those under Public-Private Partnership, Lease-holding and Concession Agreements.

    The Administrator sued for greater collaboration in ensuring that those partnerships truly deliver value for money and serve the best interest of Rivers people.
    “It is also important to emphasise the significance of this oversight visit in evaluating the state of critical infrastructure in our state.
    “In the past few weeks, our administration has prioritised the stabilisation of the state’s security environment and the peaceful resolution of the political conflicts that had threatened to erode public trust and economic progress.
    “Through consultations, peace- building engagements, and coordination with security agencies, we have taken deliberate steps to restore normalcy and strengthen the fabric of unity in Rivers State,” he said.
    Ibas stressed that as his administration looked to the future, it would require sustained collaboration and the support of institutions like the National Assembly to achieve its mandate.
    “We therefore call on the National Assembly to continue supporting us in our effort to reposition Rivers State on the path of peace, progress, and prosperity.
    “We count on your expertise and your legislative support as we work to enhance the value of federal assets in the state, improve service delivery, and stimulate economic growth.”
    According to Ibas, the visit of the lawmakers has rekindled hope that together, they can work to overcome the challenges and unlock the vast potentials of the State for the benefit of all Nigerians.
    Similarly, Kuye said they were in the state to conduct an oversight on federal assets, specifically to determine their usage, status, and possible disposal of those assets within Nigeria and overseas.
    He said that they were also mandated to look at seized assets, as proceeds of crime in particular, working with The Independent Corrupt Practices and Other Related Offences Commission (ICPC) and the Economic and Financial Crimes Commission (EFCC), to ensure that Nigerians got the full benefits of the disposal of those assets.
    Kuye stated that they were looking at the PPP arrangements by the Nigerian Ports Authority (NPA) that were still subsisting at Port Harcourt Ports, Ibeto Ports, and Onne Ports, to evaluate their findings and present a report to the House.

    Rivers PDP Ward Chairmen Forum Urges Ibas to Halt ‘Unconstitutional Appointments’

    Chairmen of the Peoples Democratic Party (PDP) in Rivers State under the umbrella of ‘PDP Ward Chairmen Forum Rivers State’ have written the state’s Sole Administrator, Vice Adm. Ibok-Ete Ibas (rtd), urging him to ‘immediately halt unconstitutional appointments’ in the state.

    In the letter dated 15th April 2025 and addressed to the Sole Administrator, the Chairmen expressed their “unequivocal condemnation” of recent actions of the Sole Administrator, which they viewed as “unlawful, unconstitutional, and deeply troubling.”

    They stated, “It has come to our notice that you have proceeded to make and endorse a series of appointments into local governments across the state without lawful authority and in flagrant violation of the Constitution of the Federal Republic of Nigeria.

    “These actions are not only null and void but constitute an affront to democracy, the rule of law, and the will of the people of Rivers State.”

    They also reminded the Sole Administrator that the Constitution under Section 7(1) is explicit that “The system of local government by democratically elected local government councils is under this Constitution guaranteed.”

    They added that the Supreme Court of Nigeria had reaffirmed this position in the landmark case between the Attorney-General of Abia State v. Attorney-General of the Federation (SC/CV/343/2023), where the apex court emphatically held that: “The practice of appointing unelected persons to administer the affairs of local governments is a breach of the Constitution and must not be tolerated in a constitutional democracy.”

    More specifically, “Any law or action which permits the dissolution of democratically elected local government councils and their replacement with caretaker committees is null, void, and of no effect whatsoever.”

    The letter, which was signed by Comrade Collins Wobo Chukwu, Coordinator of the forum also called the attention of the Sole Administrator that recently, Justice Akomaye Agim of the Supreme Court, in a firm and unambiguous pronouncement, ruled against the continued use of caretaker committees or administrators to manage local government areas in Nigeria.

    According to him,  such practices amount to the erosion of democratic structures at the grassroots and are a blatant violation of the Constitution.

    “Your actions, the letter went on, “therefore, constitute a direct violation of these binding judgments and are tantamount to contempt of court and a usurpation of democratic authority”.

    “Additionally, your continued disobedience to the laws duly enacted by the Rivers State House of Assembly under the leadership of Rt. Hon. Martins Amaewhule — who has been affirmed by the Supreme Court as the authentic Speaker of the Assembly — is a grave affront to constitutional governance.

    “Your refusal to implement these laws not only undermines the authority of a legitimately constituted legislative body but also constitutes a dangerous defiance of the rule of law and judicial pronouncements”, the letter stated.

    The chairmen also stated that the people of Rivers State and the PDP as a party rejected the illegalities and demanded “Immediate cessation of all appointments or administrative actions made under your authority as Sole Administrator.

    He also demanded “Public withdrawal and disavowal of all unconstitutional directives issued thus far and “Full compliance with the Supreme Court ruling, and alignment of all future conduct with the Constitution of the Federal Republic of Nigeria.”

    “This letter serves as a formal protest and warning. Should these unconstitutional actions continue, we will have no choice but to pursue all available legal and political remedies to defend the democratic rights of the people.

    “History will remember where each of us stood in moments like this. We urge you to stand on the side of the law,” the letter stated.

  • Peace Returns to Etung Legislative Council as Etung Leaders Intervene

    Attempt to impeach the Leader of the Etung Legislative Council, Hon. Ekubnse ThankGod, of Etung Local Government Area (LGA), has been doused.

    This major peace breakthrough was achieved on Wednesday following a high-level stakeholders’ meeting that successfully de-escalated the tensions

    The peace-building meeting, convened at the residence of the Secretary to the State Government (SSG), Prof. Anthony Owan-Enoh, brought together prominent political figures of Etung extraction, including the council chairman, legislators, current and former political appointees, and other critical stakeholders, all united in the mission to forestall further breakdown of legislative harmony.

    Addressing journalists after the closed-door session, Prof. Owan-Enoh described the meeting as “highly successful,” noting that it provided a safe space for open and honest dialogue between the councillors and the embattled council leader.

    “After frank deliberations, the leadership resolved that the council leader should apologize to his colleagues and embrace a more inclusive leadership style going forward,” Prof. Owan-Enoh stated.

    “In turn, the councillors accepted the recommendations, expressed remorse for their hasty actions, and pledged to work together in unity”, he added.

    He was quick to emphasize that the intervention was not meant to infringe on the legislative council’s autonomy but rather to promote cohesion and good governance at the grassroots level.

    “Our role is not to dictate, but to guide. Governance thrives where mutual respect exists among all arms,” he said and advised the council chairman to prioritize open communication and sustained engagement with councillors for a more productive relationship between the executive and legislature.

    Also speaking, the Executive Chairman of Etung LGA, Hon. Henry Anom, described the crisis as a minor political misunderstanding, not uncommon in emerging legislative bodies.

    “This is not peculiar to Etung. But I believe the maturity shown in resolving it will only strengthen the synergy between the two arms going forward,” he said.

    The Member representing Etung State Constituency in the Cross River State House of Assembly, Hon. Kingsley Isong, also praised the peaceful resolution, stressing that dialogue remains the most effective tool for conflict resolution.

    “Today’s outcome underscores the power of dialogue over confrontation. It’s a win for Etung,” he affirmed.

    Special Adviser to the Governor on Asset Management and Recovery, Barr. Gilbert Agbor also commended the efforts of the stakeholders, particularly the SSG, for his timely leadership. He urged the councillors to see their current positions as stepping stones to greater leadership opportunities and to avoid actions that could derail their political growth.

    Responding to the outcome, the Leader of the Legislative Council, expressed profound gratitude to the stakeholders for their intervention and pledged a renewed commitment to inclusive leadership.

    “This experience has been a valuable learning curve. I’ve gained a deeper understanding of the importance of leading with humility and consensus,” ThankGod said.
